Public Performance Rights are necessary for public screenings of media to audiences outside the regular curriculum.
So... what does "public screening" mean?
Examples of events where you would need to obtain performance rights include:

Basically any time you show a film or video to a group outside of a classroom or teaching environment.
Public performance rights are not needed...
for private “home” viewing (with family or friends);
when screening media “in the course of face-to-face teaching activities” in the regular curriculum
